The tie stroking is a sign of a lack of confidence, he is stroking himself for reassurance. The tell, after tell, after tell is a sign that he knows he is doing it and is constantly trying to hold onto the lectern but his nerves and lack of confidence win out. And this guys is PM?
Maybe the shuffle-down motions are reminding him of his budgets at the despatch box, where he could regularly turn pages and grip. A memory of simpler times?
Still, he is a nervous beggar and stutters more and and and and and more at PMQs.

It is embarrassing for Britain that we have a Prime Minister who is clearly and most publicly afflicted by mental illnesses such as obsessive compulsive disorder and paranoia. Even Olmert is clearly disturbed by Brown's obvious displays of neurosis.
Olmert is wondering why he's being addessed by Ricky Gervais.
He was told it would be the Prime Minister of Great Britain, not a shuffling nerve-bag of incompetent middle maagement straight from pseudo-reality TV.
He looks confused, bored and has no idea what the hell Gordo is trying to say. That's because Gordo has no idea what he's trying to say either.
